Updated docs on website after website migration.

DERBY-5924 Tasks for 10.8.3 maintenance release
Update 10.8.3 docs. Also corrects some issues with non-ascii characters taht
were showing up as ??. Only fixes that issue for 10.8. index.html and other
versions still have the problem DERBY-6023
