You mentioned 'Toad', I like the idea of a stand-alone GUI for Derby.
While there are many plug-ins, application that supports Derby as one of
the databases and does allow
browsing capabilities, there is none specific for Derby that can
showcase/harness Derby features
(see Query Plan etc.)
Also I think this specific one could evolve as new features are being
added to Derby
