I think in the end will just go for adding a checkbox in the open dialog
to edit templates

Problem there is that people also can use the OS file pickers (Tools >
Options > LibreOffice > General ..), where you cannot add a checkbox
(and prolly not change the key-behaviour too, now I think about it :-\ )

I'm not really sure this would belong to the template manager, but more
into the Styles and Formatting dialog through the load styles action
That dialog would need a major change - partly in the direction of the
old manage dialog ;-)
