Ah, interesting distinction.
Yes, it is possible for an item to exist in the Dashboard and no
where else. The Dashboard is most like the Library collection in
iTunes or iPhoto.
However, for now, we are providing the ability to exclude collections
of items from the Dashboard...which is what we've been calling Not-
Mine versus Mine collections.

I have a question that is somewhat off-topic to the discussion in
this thread, but I thought the Dashboard is just a union of all
"me" collections. Does this mean that an item can exist only in the
Dashboard and no other collection?
