[Design] [cosmo] [proposal] Process for UI review

I'd like to propose as part of the process, when there are bugs which  
impact the user and may not have been completely spec-ed out yet, I'd  
like to encourage developers to send an e-mail to the design list or  
reassign the bug back to UI design so that we can review it before  
marking the bug fixed?

Does anyone have any objections or a better suggestion?
