1. The topic of a context menu (like in the Desktop) for the Collection Selector (and the lozenges) was a very hot topic during the FLOSS Usability Sprint. It's less discoverable than a big button, but might work well for the Remove/Rename options, and would be pretty trivial to implement.

Like a right click context menu? How would that work? Are you suggesting catching the right click event and not popping the normal browser context menu? I always find that ugly and not what I want, but I suppose I'd be open to being convinced otherwise.

2. With the fixed height of the Selector, and lack of any bounding box, I don't know if it's entirely clear what would be created

I'm imagining a text link that reads "Create collection" above the current <hr> style seperator. I think that that would make it pretty clear that a new collection is being created.

or removed.
+1, another reason I think this should be in the collection details dialog.
