1. The collection list scrolls. If it's inside with the collection
names, once you have enough collections to scroll, it will no
longer be visible, because it's at the bottom of the list.

proximity to the existing collection names isn't as necessary as it
would be with a context-less Create button.

I'm imagining a text link that reads "Create collection" above the
current <hr> style seperator. I think that that would make it
pretty clear that a new collection is being created.
