IMO it's rather lame on part of developers to assume that the user is too 
stupid to understand a phrase "set hardware clock to UTC". Time zones are 
taught in 4th grade or so. Any adult brave enough to use linux is surely 
intelligent enough to understand that option.
Silently setting UTC=yes by default results in inconveniences especially for 
beginners, because most of them will have a different main OS!
Simply put, it's much easier to have this option displayed at install time than 
to spend 2 hours tracking it down, trying to unmolest the hardware clock.
