Was the dock still connected when you tested HDMI? If so then it might
be keeping the machine awake like a USB mouse would. You can tune that
in:

  sudo apt install powertop
  sudo powertop

under the 'WakeUp' tab.

As for changing the defaults, I've just looked upstream and found 'lid-
close-suspend-with-external-monitor' does not exist. So I looked in the
Ubuntu source code and found 'lid-close-suspend-support.patch' which
adds that setting to the schema, but doesn't seem to implement it in
code. So I think it's dead code :(
