Colin, we'd like to fix this bug but the problem is that Keyboard Shortcuts works for us and you haven't given a series of steps where you can show how it doesn't work. Here's a couple suggestions:
1. Try from an Oneiric live CD. 2. Or run unity --reset . This will reset all of your Compiz & Unity settings back to the defaults. I don't think this is a problem with the default install but perhaps you've set a conflicting setting in CCSM. CCSM is not supported with Unity, in the sense that it offers easy access to way too many ways to break Unity.
