Martin Palenik, thank you for reporting this and helping make Ubuntu
better. All that was required was to change the zoom from the default
20%, which produces the attached screenshot, to 100%, and it looks as it
does in Excel 2010.

This paricular file looks broken in Calc
Status in “libreoffice” package in Ubuntu:
Incomplete
Bug description:
The problem is that a particular file (see the attachment) appears
broken when viewed in Calc. I can open it but it looks messy.
Screenshot of the problem is in attachment. Note I have no problem
seeing this file in Microsoft Office 2010.
