Not sure how to debug this, or whether it's a duplicate, or even the
same issue; but, here, Raring has a (huge) delay when connecting to
anything: apt-get, Firefox, anything.

$ uname -a
Linux home-MS-7750 3.8.0-18-generic #28-Ubuntu SMP Thu Apr 11 19:38:55 UTC 2013 
x86_64 x86_64 x86_64 GNU/Linux

$ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=13.04
DISTRIB_CODENAME=raring
DISTRIB_DESCRIPTION="Ubuntu Raring Ringtail (development branch)"

$ lspci | grep -i eth
02:00.0 Ethernet controller: Realtek Semiconductor Co., Ltd. RTL8111/8168 PCI Ex

No such problem with 12.04, or 12.10 in the past.

  NetworkManager in Xubuntu 13.04 64bit keeps disconnecting

Status in “network-manager” package in Ubuntu:
  New

Bug description:
  Under xubuntu-13.04-beta1-x64_86
  after booting NetworkManager keeps connecting/disconnecting on and off every 
1 or 2 seconds.
  I found a crash file named after it in /var/crash so i hope it helps
