Also it has nothing to do with missing language support: Kaffeine for example, which was arabic before, now switched to English after my fix. But it sports some language settings in it's own help menu, which can be used to switch to german.

All other apps open in german language. I now completely removed arabic from the language list (unchecked the box), but KDE apps still open using arabic language.
