I do have the same bug and ran apport-collect 1800352 on my system. It
also happens if I use the dropdown menu at the right of the top bar to
lock the screen.

Workaround:
I can send my use the "pause"-symbol to start hibernation/suspension (I'm not 
sure which) and after waking up the OS again I'm able to log in again.

I added a couple pictures.

  screen lock leaves desktop and current applications displayed unless
  activated twice

  Incomplete

Bug description:
  after upgrade to ubuntu 18.10, when resuming from lock (eg re-opening
  laptop lid), before typing password (or indeed anything), the whole
  desktop including running apps is displayed. although they are not
  interactable/responsive, sensitive info is displayed.

  possibly related, super+l seems to put the desktop into a similar
  state - apps visible, but not interactable.  pressing it a second time
  produces a more normal lock reaction.
