possible fixes -
1. somehow let the FileSystemStyleCache code know that while we do want to
process the skin's css file, we do not want to write out the generated css
file.
a. put this information in the StyleContext?
b. pass the suppressStylesheet information along in the getStyleSheetURIs
method
