Howso, I suspect we're talking a few lines of code extra. Here is all that has
to be done.
1. Remove encoding for the cached stylesheet
2. If in a portal tried to fetch the stylesheet, then generate a new one and
not write anything out.
The logic that deals with the trying to figure out whether the stylesheet is
needed or not does not have to be touched. My understanding is that It's only
broken because we are generating a portal stylesheet instead of a normal
stylesheet. Is this not correct?
