When we want to suppress the stylesheet, then we can either:
1. don't generate the css file, but still process the skinning files and build
up the skinning object and the StyleSheetDocument.
2. OR - generate the file without the portal url encoding. Then if the app is
accessed as a servlet, it can use the cached stylesheet and the urls will be
ok?? I'm not sure this will work. Also, the consumer needs the urls encoded, so
how will we be able to tell that it is a producer vs a consumer?
I don't understand your two steps. It seems like we only need your #2 step (so
that we can figure out the styleSheetDocumentId). Why do you need your #1 step?
