I think the main question is, what are the steps to implement this proposal, exactly, and who is responsible for what part -- from Oracle's side, everyone is keen for this to happen and resources are ready to support this transition, all that's needed are clear instructions that everyone can follow. And Neil's proposal is the first concrete proposal, ideally it would be worked out with a sequence of steps, i.e., tasks, possibly each being an issue that can be assigned to the relevant person. I would put something like this together myself, except that I do not fully understand it, though I believe I will have a better understanding once it is all broken down into actionable tasks.
