This problem appears to be fixed in OpenEJB 3.0.2-SNAPSHOT (see [1]),

(see [3]), we need to make sure that all the necessary dependencies are
included in the 1.6 binary distro. I have opened TUSCANY-3437 to
track this issue.
Just as a reminder - we're also doing this release for a user who
needs it and we promised we'd get it out by this month.

If there isn't time to get an Open EJB-3.0.2 release, perhaps we could
use OpenEJB 3.0.2-SNAPSHOT for 1.6. If/when there is an OpenEJB 3.0.2
release, we could do a new Tuscany release (1.6.1?) based on that.
I understand that snapshot dependencies aren't usually a good thing,
but in this case there are unlikely to be further snapshot releases
of OpenEJB 3.0.2 so the risk seems very low.
