I'm not sure. What problem are you trying to solve? The only use case for the end user, signalling system state, has already been named elsewhere in the thread. I don't understand why we'd what to expose an LED API for this. Besides this, we could use 'blink codes' to signal errors in the very early boot stages; but that's unrelated here.
