Well, I've HERE Maps in Movistar FFOS Edition without option to delete the app 
(quite the opposite problem).
As for the OpenScreetMaps => they are huge!!! and what's worse, every region 
has different hierarchies (in data), so I do not believe it to be possible, for 
low-end devices, to port OpenStreepMaps there => couple of gigabytes of storage 
and definitely more than 1GB of RAM, so bad luck...  :-(
