You are not forced to download everything nor all zoom levels. Offmaps [1] on iOS does this quite well. You can decide to download some areas and navigate them, add bookmarks, etc. It announces the amount of data it will download to the device. Etc. And it is working offline. Quite practical, when you don't want to be always connected.
