I'm cutting everyone on this email chain and moving the conversation to
dev-gaia and dev-b2g.

The problem here is that we don't have a good way to preload Marketplace
apps into "base" Firefox OS. We were able to do this for the foxfooding
builds because of the fortunate happenstance of them being shipped with the
Spark distro, which includes support for this procedure. Unfortunately, we
can't upstream these changes, as they break the requirement that builds
don't access the internet.

The purpose of this thread is decide on a solution for this. So far, the
only feasible proposal was from Tim, which was that we run |preload.py|
locally and then check the results of it directly into the Gaia repo on
regular intervals. However, we should discuss this further, as the NGA apps
are going to run into similar problems as progress is made on them.
