preload.py was indeed intended for the late customization use case.
The "customization" in the stock build asked here is basically the
same, so we could use the same tool here.

I am opt for a prettier solution (than check-in the preloaded assets),
but given the schedule required ("must be completed in this sprint")
and also an explicit statement from the product management on "not
looking for a prettier solution", preload.py looks to me like the only
way out. I am glad we have a way out available under the tight
constraint to be honest.

Unless there are objections, I will r+ such setup when I am given a
patch. Thanks.
