We don't need to do it immediately in this sprint - neither do we want to wait for last week in October to do this work. So the earlier we do the better and the more it frees up people to do other activities.
I dont think making the process pretty and the app pretty is a bad constraint for the work we need to do for 2.5 - we should think of iteratively so when NGA apps are ready we plan ahead to improve the overall process.
