  After some tests, I found that this issue is related with Mozilla version:
  
  For Win:
  - Mozilla 1.8a1 works well
  - Mozilla 1.7.12 failes
  - Mozilla 1.8a6 failes
  - Mozilla 1.8b1 failes
  
  For Linux:
  - Mozilla 1.8b works well
  
  Why did you say you can't reproduce it? Is that related with absolute path? 
  My absolute path is like  below: "<html>Test Image<img 
src=\"file:///D:/photo/usa/100_2964.jpg\"> </html>", it can be reproduced with  
any local image.
  
  For debugging of nsContentUtils::CanLoadImage, I don't have a debuggable 
environment of Mozilla :( .  Please help ! And anything else I can provide, 
please feel free to tell me.  
  
  BTW, I used the product of JDIC (http://jdic.dev.java.net)  and this issue 
can be easily reproduced by it.  I can provide more info. about that if 
necessary.

And exactlly say,  - For win: 
I met this problem only when ran my app using GRE. It worked well when ran with 
Mozilla (GRE is not seprated.) 
 
- For linux: 
Mozila 1.7 worked well but Mozilla 1.8 failed. 
 
OK.  Could you breakpoint in nsContentUtils::CanLoadImage like I suggested and  
see what happens? 
 
So I really think  it's regression of Mozilla.   
Very possible, but since you've given absolutely no way to reproduce the  
problem, there's no much we can do about it.
