One other important concern to keep in mind is our anti-spoofing
strategy.  There needs to be a consistent way for users to understand
what origin/app they're interacting with.  Ideally this is the URL bar,
but in the event we hide it for apps, etc., that leaves the task
switcher in the position of needing to convey that information.

If the task switcher is part of the anti-spoofing strategy, then it's
important that it:

* Make that information directly available without ambiguity.  For
example, the Android overlapping vertical deck-of-cards design gives all
apps the same horizontal width to display app names and prioritizes them
above screenshots.  (Compare with our task switcher whose layout
currently will tend to place most of the label off-screen and/or have it
be largely occluded.)

* Ensure that in the face of ambiguity of state that it can't be
leveraged for an attack.  Specifically, if we do decide to show the
"other" app first, then exiting the task manager should switch us to
that app (or the homescreen) unless the user manually scrolls back to
our app.  The goal would be to avoid a situation where an attacker
displays a spoof of the user's bank, but manages to get the real bank
site displayed as the "other" app.

To be clear: I'm not saying that anti-spoofing precludes this proposal. 
Just that we should absolutely be talking about/and considering the
spoofing ramifications.  Even just saying "we're depending 100% on the
URL bar being omnipresent and the source of authority about what the
user is looking at" would be good since it clarifies reality and
expectations.  Right now the v0.7 "task manager" v2.5 UX specs I'm
looking at do not seem to display or discuss showing the document
origin, TLD+1, or full URL.  (Which is a regression; we currently or at
least very recently would also show the URL of websites.)
