Not necessarily: characters are shown incorrectly when they are saved or imported in the wrong charset. If they are saved correctly they are also shown correctly. Additionally I want to add: since PHP 5.2.3 and MySQL 5.0.7 it is a safer approach to set the charset by using mysql_set_charset($yourCharset). See: http://php.net/manual/de/function.mysql-set-charset.php The used version of adodb lite is outdated and doesn't know about mysql_set_charset(). Imho Eric's proposal from the Oxid Commons for a new db-layer should be conducted rather soon than later.
