For sure, we will use Mozilla Cloud Services  again in some form.  But I am not 
sure we want to stamp Cloud on every consuemr brand we have that is 
service-based, since the "cloud"  term is a little weighted.  

But here's another scenario: 

MLS transitions to a coalition with other service providers, or gets taken over 
by the Mozilla community. Then the MLS account could be transferred without 
resubmission.

I'm partial to using "Mozilla Cloud Services" since other people on the cloud 
services team could use it.  And last time I checked, the org in cloud services 
is pretty massive.

The odds of releasing yet another MCS app is probably non-zero.

We are planning to publish MozStumbler under another account than 'Mozilla', 
two names have been suggested:

'Mozilla Location Services' or 'Mozilla Cloud Services'

'Mozilla Labs' I have been told is not reusable, so that one is out as an 
option.

I think the MLS name is fine, not sure if this any factors we should be 
considering when deciding on a publishing name.
