No, you can create a new theme without building a module and I would suggest 
you do this… to get started. Of course having all your stuff in a module is 
very helpful for revision control.

I would suggest you start by duplicating the "pop" theme and change it's 
contents, just to get a feel on how things are working. As I said: 
step-by-step! ;-)
