Does it matter?
Whether I intentionally speed, or accidentally do it, I still am violating
the law, am I not?
More importantly, whether or not it's done intentionally, they are reaping
the rewards, the cash, from this behavior. And since their fees are
nonrefundable (Even if paid in error), personally, I think that perhaps a
lawsuit is appropriate, even if only to make them stop, AND give back the
cash.
