For these kind of HW features, only being used by preinstalled system
app, I suggest to left this to HW vendors for now.  They can use more
general APIs to talk with their middleware or drivers for controlling.
For example, they can use WebSerial that we are talking.  For the long
term, once more TV vendors join in, and with higher requests for APIs,
then we can start to implement it.
