Any Any Points Any Exclude

My expected behavior is:
- if someone modifies the Points field -> bugmail filtered
- if someone modifies the Points field and the Iteration field ->
bugmail filtered
- if someone modifies the Points field and adds a comment -> bugmail allowed

Am I understanding how these work correctly?
