For DevTools, not sure this is worth having a bubble (I think you meant
like the `event`, `grid`, `flex`, … ones we have), as you can see the
attribute in the markup already, so it'd be redundant.
Like for pointer-events: none, it looks like the node picker can't pick
inert elements, but holding Shift while picking makes it possible (added in
https://bugzilla.mozilla.org/show_bug.cgi?id=1129488)
In the accessibility panel, it looks like we're skipping inert elements for
all the checks, but I'm not sure if this is appropriate or not
