Responding in regards to what you originally said and not to have too many different subjects in my response to Boris, here goes regarding your:

On first glance, my read was that you were toying with Tony by saying that there may or may not be such a specification and that you were withholding the answer (or did not know the answer), else were simply trying to rub his funnybone.

Another possibility was that you were saying that there does not have to be such a specification, no matter if there actually is one or not (funnybone comment here again).
Boris read it the same as my rephrased interpretation:
 "There is not _necessarily_ such a specification."
If this is true, then there may not be such a specification, in which case it follows that such a specification then is not necessary.

Also, based on _not necessarily_ also meaning _not of necessity_ it rephrases to:
  There is not a necessity to have such a specification.
  Such a specification is not a necessity.
  Such a specification is not necessary.

I therefore said, and maintain, that you _insinuated_ (implied) that "there is no such specification necessary".

My initial browsing there shows many regulars from c.i.w.a.h. and c.i.w.a.s. - not sure if this is a good thing. ;-) I will do some reading for a while before going on the mailing list. Thank you for the links.
