I don't think that they will. I usually enjoy reading discussions of
the modules that I don't actively work on for curiosity's sake, and it's
extremely cheap to ignore email (mute feature in gmail comes to mind) too.
That said, why dev-tech-layout in particular? We have a lot (almost
certainly too many) of lists on specific technology areas:

Well, that's the one I care about most, but I personally think that we
should have a single list where all of the technical discussion happens.
