That is the longstanding tension that we've had with mailing lists. If
you make them small and very focused, newcomers have trouble figuring
out which group to ask questions in. Perhaps more importantly, engineers
never see discussions outside their immediate area of interest, which
significantly lessens our general coordination and understanding.
Too-broad groups can cause alternate problems: regular contributors and
newcomers both being overwhelmed with mail which is not relevant to
them, causing them to stop using the newsgroup altogether.
I believe that we should err on the side of large-scale groups and only
split them up into smaller groups as we hit the boundary of sane
communication. This will require discipline from people who do use the
large groups to kline threads which are not interesting to them (using
whatever technology) and be tolerant and understanding of various skill
levels and groups.
I personally think the js-internals list was a mistake and that we'd be
better off mixing the "JS engine consumers" and "JS engine core hackers"
on the same list, but I've already said that elsewhere.
We have the same tension with bugzilla components, and I think we'd be
better off having far fewer bugzilla components: the cost would be core
developers having to filter out some uninteresting bugmail, with the
benefit of bug filers having a decent chance of filing a bug in the
correct component, and having search-by-component do something useful.
