there are a bunch of files named
'index.html?org%2Fapache%2Factivemq%2F<...etc..>', and the '?' isnt
allowed in filenames on Windows.

I dont know why these style of files exist for those releases and not
for any others. From just browsing the content on the site, e.g
http://activemq.apache.org/components/artemis/documentation/javadocs/javadoc-1.3.0,
its not clear to me when/if they are actually used.
