It's very simple - like any other decision. We see if there is a visible
majority to make the decision where we are active and where our community
reaches for outreach. It's our (community) decision and no-one else. And
there are no docs needed for that we follow the usual process -
https://www.apache.org/foundation/voting.html - in this case, likely, if we
see consensus, we will call for lazy consensus, if we see any division, we
will vote (committers have binding votes). This is a procedural voting -
like any other.
