Thanks, understood. If the extra step is intentional, I will close #73747. One small thing: it seems non-committers cannot reopen PRs on their own, but the closure comment and the guide still tell contributors to click Reopen button themselves.
I think we need a small docs PR to point straight to the restore path instead, since it could be misleading.
