Ownership of course lies with the Community, not any individual. The website is now (finally) ready to go when you (or anyone) have time for it. You'll see my placeholder page if you look. If you know git, svn is easier. It was also a lot easier than cvs, back when Apache first switched to it (and when sourceforge occupied the place in the wider ecosystem github does today). The main svn commands you'll want to get started are checkout (the repo) and commit (your changes), along with file operations (add, mv, rm). Commandline help is plenty to get started.
