[~vrozov] The attribute descriptions help us in user experience when showing
the list of launch properties in a GUI. eg: In datatorrent gateway UI, we want
to provide tooltips for properties that show descriptions about the property.
Regarding descriptions of the attributes: it helps first-time users to
understand what a given attribute does.
