[~sandesh] OperatorDiscoverer can give description, however, it requires the
operator classname. In the properties.xml file, we will only have the operator
instance name from dag. I believe mapping this property to class instance will
be overwork for this JIRA. Let me know your views before we can explore this
further.
[~vrozov] For tracking addition of description to attributes, I will create a
separate JIRA.
