What does "Grow the community beyond Jira and ML participation." mean? Do you mean you want people who are currently just doing mailing lists and JIRA to contribute patches too? There will always be many more mailing list and JIRA participants than coding ones, and that's not a bad thing. Maybe this should be rephrased to: "grow contributors outside the initial set."

The project is still using the Atlassian instance of JIRA. The migration to
Apache JIRA is underway.

The first release of the project under ASF banner (3.2.0) is targeted to be
branched off at the end of September.
Date of last release: No release under ASF-Incubation code base as yet.
Apex-Core, Apex-Malhar were last launched on July end in pre Apache days. When
were the last committers or PMC members elected? Committers and Mentors
came about via incubation proposal

Could someone please draft the October Incubator report for Apex today?

I think there has been a lot of great progress this month with the website, the work on licenses in the source code and continued great collaboration in the open on the dev list and GitHub. The major blocking issue seems to be the JIRA migration, which is taking longer than I expected.

There is an ASF board meeting scheduled for 10/14/2015. With consideration of 2 weeks lead time, that means the Incubator report is due on Wednesday, 9/30. I apologize for not noticing sooner. There is some talk that this might need to get delayed due to a scheduling glitch, but I'd prefer to have us lined up in case the board chooses to stick to these dates.
