API documentation authors are required to add this information, and a
lot more places than ControlCommand (though not all) actually do.

Unfortunately, I remember there was a bug in the tool which created the
HTML from the IDL files (more precise: in its setup) which silently
disregarded a lot of this information.

Technically, the IDL author writes something like "@since OOo 2.3", and
the tool (called autodoc) translates this, via a table, into "Since
OpenOffice.org 2.3". This tables isn't up-to-date always, see issue
68314 for an example. If I remember correctly, there was also such an
issue with the table being outdated for 2.3, but I am not sure.
