I propose to amend the last Paragraph of the APE process, after

To add the following:

An APE can be accepted with only a [DISCUSS] thread when all of the the
following conditions are met:
-The discussion thread has been open for 72 hours, and no changes or
questions have been presented
-The APE does not deprecate or break any existing feature, user facing API
or language
-At least 3 PMC members have expressed positive sentiment (e.g. +1) toward
the change in the discussion thread

If all of these criteria are met, the thread owner should send an email to
the end of the thread prefixed with [ACCEPT] in the title, stating that the
APE is accepted under the streamlined vote process.

[ ]  0 modify the amendment because ...
[ ] -1 do not adopt the amendment because ...

This procedural vote follows the common format of majority rule, that is
if there are more favorable votes than unfavorable ones, the issue
is considered to have passed [2].

PMC members have formally binding votes, but we encourage all community
members to vote.

The vote is open for at least 72 hours or until 3 votes have been cast.
