Peter Royal : why was this put in? It does not appear to be used by Phoenix : http://cvs.apache.org/viewcvs.cgi/avalon-phoenix/lib/?only_with_tag=RELEASE_402-branch It has been in for at least 7 months.
From memory this is used for validating configurations.
