Fair enough. But you can express your discontent of Peter's lack of respect
with more self-control.
Obviously, progress cannot be made if people continuously block change.
However, please remember that a binding -1 vote, a veto, is NOT BINDING
without technical justification. That is NOT an empty qualification to
"observe the niceties" of social interaction. A technical reason is
obligatory, and lays the ground for resolving the conflict.
So please focus on the TECHNICAL ISSUES at hand.
