if something is in an asf repository with the asf copyright, it
cannot legally be copied elsewhere and the copyright replaced
without the asf's permission regardless of who did or didn't
modify it whilst it was in the asf repository.

if this does not apply, cool.  if the asf copies of the spice
files contained the asf copyright notice at the time the
spice copies were made, then some work probably needs to be done.
