That codehaus is trying to develop software in an antithetical fashion to Apache is simply not true. The verbiage will be toned down but in essense it says as soon as you expend more effort on trying to build a community then developing the actual software then you have a an inherent problem. For a given piece of software if the idea is sound you will attract developers, if the developers then produce good software a user base will form and a community will emerge of its own accord. That said anyone here is welcomed to use the JIRA installation on the codehaus box. I'm also sure Mike would give you a copy of JIRA to install anywhere you wished. I'm certainly not trying to garner any favouritism by helping you host your issue tracking system.
